The subject of my master thesis "Management of the human resources in the public administration" is to introduce the personal management and analyse the possibilities of application in public administration, directly in the Prison of the Czech Republic in the State Prison in Kuřim with a focus on training workers in different levels of management.
Public Disciplinary Offense of Civil Servants

1 Public Disciplinary Offense of Civil Servants Abstract This thesis deals with the sub-area of administrative punishment, specifically disciplinary punishment of civil servants. Well-established rules of disciplinary punishment should guarantee both the protection of the public subjective rights of the civil servant and the stabilization of the civil service system, as well as its depoliticization and encourage deeper professionalization. Therefore, this sub-area forms an important area of the administrative law. The main goal of this thesis is to analyze a disciplinary offense and disciplinary proceedings of civil servants in a broader context and to analyze principles applied in this area. This thesis critically analyzes the individual parts of the researched area and answers several research questions. First, the author defines the basics of the topic, summarizes the law and provides the historical frame of disciplinary punishment of civil servants. He then examines whether the decision to take a disciplinary offense on a civil servant is a decision on a criminal charge within the meaning of Article 6 of the European Convention on Human Rights. Educational needs of state employees implementing the consumer protection agenda

This diploma thesis has the goal of identifying the educational needs of civil servants carrying out administration of consumer protection for Czech Telecommunication Office and to propose suitable educational activities for this group of employees on the basis of an executed analysis of educational needs, in the interests of improving the effectiveness of administration. For the purpose of complex understanding of the issue of educating civil servants, the first part of this diploma thesis discusses the general characteristics of corporate education. It also explains the concept of competence and describes the possibility of utilising competency modelling in personnel processes. The chapter devoted to the education of civil servants in the context of current legal regulations, is an integral element of the theoretical part of this diploma thesis. The empirical part of this paper is devoted to the methodology. It defines the research goal and research questions. It also describes the entire process of the executed analysis of educational needs, from the pre- preparatory phase, to proposal of measures. The Civil Service Act: Monitoring the Process of Making of the Act No. 234/2014 Coll., of the Civil Service

I devote major attention to the Act no. 234/2014 Coll., of the Civil Service, which was accepted despite the veto of the President on 1st October 2014. I briefly characterize the law and in the practical part I analyze and interpret the process of making of this law through a theoretical concept "Multiple Streams Approach". Within the theory I focus on the context of agenda setting to the issue and simultaneously I take into account the role of Policy Entrepreneurs in the legislative process of the Civil Service Act. After reading the reader will have an overview of the process of making the Civil Service Act. The reader will be also familiar with the shortcomings of this Act, for which it was criticized. The theoretical part is used for introducing to the issue. In the theoretical part I outline the historical development of the civil service in Czech Republic and I also briefly characterize the Civil Service Act. Subsequently the reader gets the knowledge about the content of "Multiple Streams Approach" in this part. The practical part of diploma work is enriched by attitudes and opinions of two political actors, who directly attended of discussing the law in Chamber of Deputies. It will be possible to compare the data received from expert survey with the results of the analysis process of making law.
Selection of employees of territorial self-governing units

Human resources are irreplaceable and key factors in each organization, and it is very important not to forgive them. The work deals with one of the most important personnel activities, which is the selection of employees and its course. In this case, this is a selection of employees from the territorial self-government, closely linked to the The law on local government officials. In my thesis entitled Selection of Employees of territorial self-governing units I will focus on the evaluation of the selection process of employees of the ÚSC at the Municipal Office in Český Krumlov with the help of comparison of tenders for positions of official and chief officer, governance, managed interview and questionnaire survey.

The Act on Civil Service (Act No. 234/2014 Coll.) - its preparation and entering into force

The thesis focuses in its first part on a brief description of the history of civil servants and the fundamental civil service legislation concerning the civil servants in the Czech lands. The survey starts by the first legislation regulating status of the administrative apparatus, to be exact by the Joseph II's Pastoral Letter of 13 December 1783, and continues up to the present. The second part analyses the circumstances of creation of the Act No. 234/2014 Coll., on Civil Service, and first months after its coming into force. This law is a novelty in the legal order of the Czech Republic and it plays crucial role in the proper functioning of the state administration in compliance with the Constitution of the Czech Republic with the aim of professionalization and depoliticization of civil service. The theme of the thesis is linked to several important concepts from the field of public law, such as public administration, public service, state administration, civil service, good administration, relation governed by public law, administrative authority, service authority, service body. The Act Of Civil Service from the aspect of related legislation

The master thesis analyzes the Act No. 234/2014 Coll., On Civil Service, from the aspect of related legislation, Act No. 312/2002 Coll., On Public Officials of the Local Self-Government Units. When the Law On the Civil Service came into force, at the beginning of last year, two categories of officials were created. On the one side there are civil servants who are in service of the Czech Republic, on the other side there are officials who are employed by local self-government units. The analysis is focused on five areas, where it is possible to compare the method of legislation under both laws. After review of these selected areas, the application problems of the civil service are identified. At the end of the thesis, there are legislative proposals for changes that are inspired by relevant legislation.
